Admiral Percy Jammington XXVI, or just Percy, is the director of the CAKE agency.
Personality[]
Percy has a deep hatred towards Jay. Because of this, he kidnapped 2 of his children, and gave them false memories. Along with this, Percy loves to shout the word "no," and loves cake.
History[]
When Jet Pack Guy and Puffles were younger, Percy kidnapped them, and renamed them from their former names, Hunter and Timothy respectively, and gave them an artificial memory where Herbert captured penguins on the Ice Berg, and held them hostage, then a part of a berg was cut off that had their parents on it.
Percy founded CAKE, and uses the agency to steal information from the EPF, and the PSA. When Percy found out the PSA was going after CAKE, they made enemies with them.
