Personality
Chad is extremely mean to most agents in the PSA, with the sole exception being Locy, who he is trying to make love him more than anything else.
History
Chad started dating Locy in school. He asked her out in order to harness her love, in order to have power over the Love Gem. His plan involved getting Locy to hate the PSA, so that by comparison, he was more powerful. He was unable to succeed, as Locy had dumped him before his plan could succeed.
