Flare (originally Strong in the DS game) is a black Elite Puffle. He shoots blue flames from his mouth while he wears his welding mask and can weld anything with this. Everyone in the EPF and PSA has access to use Flare, which allowed him to attend Sherbert's Birth.
Just like with all the other Elite Puffles, Paige trained Flare.
